Due dates are based on the geographic location of the property and cannot be changed. We have 3 billing cycles, and depending on where you live, your due date is the 1st, 10th, or 20th of the month.City Recorder / Finance

There is a 5 day grace period after the due date to have your payment in. You must remit payment of the bill amount plus the late fee listed on the bill. After that, service is subject to disconnection without further notice, as stated on the bill.City Recorder / Finance
Occasionally, extension is granted in times of extreme hardship or a high bill caused by a water leak. However, these extensions will not exceed the 30-60 day aging on the account, and will not be repeated month after month.
If service is disconnected for non-payment, the past due amount plus a $40 reconnection fee must be paid before service is restored. The fee is charged when the cutoff listing leaves the office, and will not be waived even if payment arrives before service is actually disconnected. -

Bills are sent for services used through the reading date. The connection date, meter reading date, and the billing cycle determine when the 1st bill or a final bill will be due. Initial bills will be rendered if service has been activated for at least 6 calendar days.City Recorder / Finance
Initial bills could be for service exceeding 30 days, depending on what part of the billing cycle initial sign up falls in. Final bills for terminated accounts are rendered with the current billing cycle at termination date. This could change the due date of the final bill.
There will always be 1 more bill for final service period after the date of termination. This is why a forwarding address is requested at the termination date. If you have not received your bill and are concerned that it may be due, please contact our office and we will be happy to supply your balance. -
City ordinance 92-13 allows for adjustment of water and sewer bills because of water leaks on the customer’s side of the water meter. Adjustments may be given for excess water usage caused by faulty plumbing on the customer’s premises. The amount of adjustment is limited to 25% of 2 consecutive high bills. Proof that the leak has been repaired must be presented in the form of a plumber’s repair bill or receipt showing purchase of repair parts.City Recorder / Finance
Sewer charges may be adjusted also. Adjustments on the customer side of the meter will be limited to 2 consecutive billing period adjustments in any 12 month period, and will be made to the water and sewer portion of the bill only.
Electric and Gas bills are only adjusted if there is an incorrect meter reading. -
An application for service must be completed, and 2 forms of identification provided, 1 of which is the customer’s Social Security card. Deposit and service fees will then be quoted by customer service, based on services requested, type of account, and customer’s credit history. If the customer has an outstanding past due balance, this must be paid in full before any new service will be issued.City Recorder / Finance

Deposits are applied to an account after 3 years of on-time payment, with no service interruptions or returned checks, or when service is terminated. This will show as a credit on your bill.City Recorder / Finance
Deposit refund checks are issued only when all services have been terminated and all outstanding balances paid. -
Since banks no longer send back the actual check, we cannot run anything back through. When a check or draft is returned unpaid, notice is sent to customer, who then has 10 days to pay the returned balance, along with a $30 service fee. If payment is not made within the 10-day period, service may be disconnected without further notice.City Recorder / Finance
If 3 payments are returned unpaid within a 12-month period, the account is placed on a cash only status. If the account was on automatic bank draft, it is removed from bank draft. If a check is presented on a closed account or a cash only account, the account is subject to immediate cutoff without notice. -
If your due date falls on a weekend or holiday, you have until 4:30 p.m. on the next business day to pay without late charge. Payments made in the night drop on that next business day, will also be considered paid on time.City Recorder / Finance

You must provide 2 color photographs showing the dogs markings (Photos will not be returned). There is also a registration form to be filled out at City hall. There is no fee for this service.

At the Judge’s discretion, a person may complete a traffic school to keep a moving traffic violation off his or her driving record. To be eligible, you must bring a certified driving record to court with you. Cost for the school is a total of $145, there is an additional charge paid directly to the school you choose. Certified driving records may be obtained online or by mailing a cashiers check or money order in the amount of $5.00 made payable to the Tennessee Dept. of Safety. The mailing address is Tennessee Dept of Safety, P. O. Box 945, Nashville, TN 37210. You also may go to any Driver’s License Station.

If you had insurance at the time the citation was received, you may bring proof to the Springfield Police Department. The violation will be dismissed if insurance was valid at the time of the stop. You will not have to attend court.

• Close foundation vents under the house. If vents won’t close, place insulation or other material in them. Even newspaper wadded up and stuffed in the opening will prevent cold air from entering the crawl space. • For mobile homes, inspect the underpinning and skirt and seal any openings. • Keep garage doors closed if there are water lines or water heaters in the garage • If problems with frozen pipes have occurred in the past, leave faucets running, so that the stream of water is about the size of the barrel of a Q-tip. For single-lever faucets, set so that both hot and cold water is dripping. You will pay for using that water; however, the cost of that water is very small compared to the cost and inconvenience of having a plumber thaw and then repair water lines, as well as repairing damage to the home done by flooding due to a broken line. • For outside faucets, most new homes will have frost-free spigots, so not much will need to be done. If you don’t know if you have frost-free spigots, they can be covered with foam insulated covers that can be obtained from a hardware store. Remove hoses and drain them. • Water lines in outside walls are prone to freezing. If the interior of the wall is inside a cabinet, open the door(s) to the cabinet, so room heat will keep the wall and the pipe(s) somewhat warmer. Even that may not be enough to keep wall pipes from freezing. If you are not sure, leave a faucet running. If there are harmful cleaners and chemicals in the cabinet, move them so that they are not within reach of children. • For water meters that are prone to freezing, put a bale of hay over the meter box. If you don’t have access to a bale of hay, use a shovel and pile snow on top of the meter box. Although the temperature of the snow is below freezing, it will actually act as an insulating blanket when the air temperature is near or below zero. • If you have a burst pipe and water is flooding your house, most houses have a shut-off valve under the house (maybe in the garage) that can be used to shut off the water. If you don’t know where the shut-off valve is located or if your house doesn't’t have a shut-off valve, call the Springfield Water/Wastewater Department (SWWD) at 615-382-1600 and a SWWD person will be glad to shut off the water at the meter. • Most water heaters have a valve located near the connection of the cold water line to the heater; however, this valve will usually only cut off the hot water line. If water is cut off to the house, be sure to turn off the electric power to the water heater to prevent burning out the element(s); if the water heater is powered by gas, turn the gas control valve to “PILOT”. • Never try to thaw a frozen pipe with an open flame. • Remember: The Springfield Water/ Wastewater Department is responsible up to and through the water meter box. The home owner is responsible for the water line from the meter box all the way through the residence. If you have a leak on the home-side of the meter box, do not call the Springfield Water/Wastewater Department to fix the leak. The SWWD will only shut off the valve in the water meter box. You must contact a plumber to repair a leak on the home-side of the water meter box. • If you call the SWWD office at 615-382-1600 after normal working hours, you will get a recording that will prompt you to leave a message with a call center. The call center is continuously operated and the operator will ask some questions regarding the issue. The call center operator will contact an SWWD on-call person who will respond to emergency requests.Water / Wastewater

In doing so, we request the presence of emergency responders; thus allows us to provide quicker assistance to the customer experience the possible gas leak. The fire department is trained by Springfield Gas System on emergency response to such gas leaks and the beginning steps in evacuating the location if needed.

Collection begins on the 4th Monday in October and continues until 3 days before Christmas. The fee is $90 for dogs and $85 for cats. This cost includes a rabies shot and to have the animal spayed and neutered.Animal Control

Yes, donations are accepted. Monetary donations are accepted by check or money order payable to Springfield Animal Care and Control. You can bring the donation to the Animal Care and Control facility located at 507 Industrial Drive or it can be mailed or brought to the Springfield Police Department at 802 Willow Street.
