Permitting
Residential Homeowners may pull permits provided the home is their current primary residence.
All other projects must be pulled by a licensed and insured contractor.
For projects valued between $3,000 - $24,999 projects can be done with a Home Improvement License.
Projects larger than $24,999 must be pulled by a license and insured contractor.
Home Improvement Contractor License
(Covers projects between $3,000 - $24,999)
- Must present a valid Tennessee Home Improvement Contractor License.
- Must present Certificate of Insurance with General Liability and Worker's Compensation (if Applicable).
- Both documents must be on file with the department prior to pulling a permit.

Contractor Requirements
(Projects $24,999 and greater)
- Must present a valid current Tennessee Contractor's License.

New Construction Residential Permits are subject to a 3-day wait period for department review prior to being issued.
Construction Plans for Multi-family and Commercial Developments
Prior to issuance of a building permit, 2 hard copies and a PDF copy of full Construction Building Plans must be submitted for review and approval by the Codes Administrator.
No fee is required for this building plan review.
