The City of Springfield must comply with the National Pollutant Discharge Elimination System (NPDES) regulations for small municipal separate storm sewer systems. The State of Tennessee has issued the city an NPDES Permit and such permit requires the city to implement a storm water quality management program to reduce the amount of pollutants conveyed by storm water runoff to the municipal separate storm sewer system. The Storm Water Management Ordinance allows the city to comply with the NPDES permit and applicable regulations and to exercised the powers granted in Tennessee Code Annotated, Title 68, Chapter 221 for storm water discharges.
