Pre-Development Meeting

The City of Springfield Community Development department recommends a pre-development meeting for all proposed development within City Limits.  Meeting will include Planning staff and each City owned Utility.  Comments will be given on proposed plans prior to the full submittal.

  • To Schedule a pre-development meeting contact Kimberly Atlee, Senior Planner at Kimberly.Atlee@Springfieldtn.gov 
  • Attach a sketch plan or preliminary design plan to email along with any specific questions for departments
  • Pre-Development meetings are free of charge to applicants.

Site Plan & Design Review

  • To submit a project for design review, Submit 5 hard copies of construction plans or Plat and a PDF digital copy to the department for review.
  • Project will be reviewed by departments and comment sheets returned to engineer/surveyor and/or property owner.
  • Current project review process from submittal to approval is approximately 2 months. Timeline will vary based on several factors.
  • Site Plans with 50,000 square feet of building or larger must be approved by the City of Springfield Planning Commission.
  • Upon final approval of site plan, 5 hard copies of final construction plans and PDF digital copy will be submitted to department for record keeping and project will be passed on to Codes Department for issuing of permits.
    • Prior to issuing of permit pre-con meeting will be scheduled with Public Works. Erosion control will be in place and grading contractor must be present.  Meetings take place at the project site.

Subdivision PLAT & Design Review

  • To submit a subdivision plat for design review.  Submit one original Plat, signed and stamped by the Surveyor and a pdf copy to the department for review.
  • Project will be reviewed by departments and comment sheets returned to engineer/surveyor and/or property owner.
  • Current project review process from submittal to approval is approximately 2 months. Timeline will vary based on several factors.
  • Subdivision Plat 3 lots or more must be approved by the Springfield Planning Commission.
  • Upon final approval of subdivision plat:
    • If applicable, Required bond/surety must be submitted to department prior to recording.
    • If no bond is required, plat will be recorded by department and distributed back to property owner.
  • Project will then be passed along to Codes Department for issuing of permits.

  • Certificate of Appropriateness
    • For major renovation projects within the City of Springfield's Historic District a Certificate of Appropriateness is required to be issued by the Historic Commission.
