System Development Fees

The System Development Charge is a one-time user fee on new development.

 In 2022, the City of Springfield conducted a system development study with the consultant TischlerBise Inc. The system development study included transportation, fire, parks, police, water, and wastewater facilities.

On June 21, 2022 the Board of Mayor & Aldermen adopted the system development study and fee schedule into a graduated implementation.  On September 1, 2022 50% of the fee amount will be implemented graduating to 100% of the fee allocations on January 1, 2023.

The charges are based on the actual additional costs of serving a new development. They are based on a standard formula and a predetermined fee schedule. See the tables below to estimate your fees.
