Ryan Martin, J.D.

Ryan has served in local government since 2009. He graduated from the University of Tennessee with a Bachelor of Arts in Political Science, and received his Juris Doctorate from the Nashville School of Law. He is a licensed attorney in Tennessee with experience in human resources and local government management. He currently serves on the board of directors of the NorthCrest Foundation and the Robertson County Family YMCA as well as an ex-officio member of the Springfield-Robertson County Joint Airport Board and the Robertson County Chamber of Commerce board of directors. Ryan is also a member of the Tennessee City Management Association (TCMA), the International City-County Management Association (ICMA), and the Springfield Rotary Club. Ryan is also a graduate of the University of Tennessee's MTAS Municipal Management Academy, Leadership Robertson County, and Leadership Middle Tennessee.
Candice Tillman

Candice Tillman has over 11 years of local government experience and was appointed to the position of Assistant City Manager in March 2021. She joined the City of Springfield in 2019 as the city's first Public Affairs Coordinator. Candice has experience in local government management, parks and recreation, marketing, and public relations. She holds a bachelor’s degree in marketing from Austin Peay State University and a master’s in business administration from Bethel College. Candice is a member of the Kiwanis Club of Springfield and the Tennessee City Management Association (TCMA). She also serves on the Habitat for Humanity of Greater Nashville's Robertson County Advisory Board.
David Brewer, P.E.

David became City Engineer in March of 1997. He has over 25 years of municipal engineering and planning experience. Before joining the City of Springfield, he worked for the Johnson City Water and Sewer Department for 7 years as a Design and Maintenance Engineer. David is a graduate of Springfield High School and holds a Bachelor of Science in Civil Engineering degree and a Bachelor of Science in Biology degree from Tennessee Technological University. He is a licensed Professional Engineer (P.E.) in the State of Tennessee and is an active member of the Tennessee Section of the American Society of Civil Engineers (ASCE) and the Tennessee Society of Professional Engineers (TSPE). David was presented the Government Engineer of the Year Award in 2014 by the Tennessee Section of the American Society of Civil Engineers. In 2018, David was also named Community Development Director.
Benji Davis

Benji is the city’s newest Department Head, starting in August 2024. Benji is originally from Kings Mountain, NC, a graduate of Kings Mountain High School, but relocated to Tennessee with his family in July 2015. He started in the utility industry in 1996 and ventured into his natural gas career with Piedmont Natural Gas in Charlotte, NC in 2001 before moving to Nashville, TN to manage the Nashville construction office. He also worked in the private sector managing tennis court and asphalt paving projects. He is a graduate of Western Carolina University in Cullowhee, NC with a Bachelor of Science degree in Psychology. He is a certified Project Management Professional (PMP). He also holds the American Petroleum Institute 1169 certification (API 1169) as well as an OSHA 30 certification. He is a Notary Public for the State of TN. He is an active member of the Project Management Institute (PMI), American Petroleum Institute (API) and the American Public Gas Association (APGA).
Terry Martin
Director of Parks and Recreation

Terry has been with the Parks and Recreation Department since 1995. He started in grounds maintenance and rose through the ranks to become Director of Parks and Recreation in April of 2016. Terry has more than 21 years of experience in all aspects of parks and facilities maintenance, as well as recreational programming and athletic league administration. Terry is a member of the Tennessee Parks and Recreation Association (TRPA) and received TRPA certification in Maintenance Management. He has served as the Dixie Softball District Director since 2013.
Jason Head

Chief Head has over 20 plus years in law enforcement serving Knox County Sheriff’s Office, Clarksville Police Department and the United Nations Mission in Kosovo. Chief Head has served at the City of Springfield since 2006. He has been assigned to Patrol, Bicycle Unit, SWAT Team Commander and Administration. Jason is a graduate of Springfield High School and holds a Bachelor of Science in Criminal Justice and a Master of Science in Criminal Justice Administration from Bethel University. Chief Head serves on the Robertson County Recovery Court and is on the board for the Tennessee Association of Recovery Court Professionals (TARCP). He is also a member of the Tennessee Association of Chiefs of Police (TACP) and the International Association of Chiefs of Police (IACP).
Jeff Glodoski
Fire Chief

Fire Chief Jeff Glodoski’s fire service experience spans more than 20 years with the Springfield Fire Department. He has been steadily promoted through the ranks and was appointed Interim Fire Chief in 2020. Jeff is a graduate of Hunters Lane High School and attended Volunteer State Community College earning his Associates Degree in Fire Science and two technical degrees. He is a Certified Fire Officer II with the Tennessee Commission on Fire Fighting. He is also a Certified Hazardous Materials Technician through the Tennessee Hazardous Materials Institute and a Certified Emergency Vehicle Extrication Technician through the Tennessee Association of Rescue Squads. Jeff is licensed by the Tennessee Department of Health to practice as an Advanced Emergency Medical Technician.
Clayton Moore

Clayton is originally from the small village of Waterford, Mississippi. He is a graduate of the University of Mississippi, with a degree in Civil Engineering with an emphasis in business management. He is a licensed engineer (State of Mississippi) with 14 years of experience in infrastructure. He has experience in both design and construction in a number of fields. He has worked as a private consultant and as a governmental official on local and state levels. Clayton has been a Director of Public Works in the past while also serving as the Zoning and Planning Director. During his time in this position, he was responsible for the streets, stormwater, gas, water, and wastewater departments. He has been a member of a number of Industrial Development Authorities during his time in Mississippi and served as the City’s Economic Developer during this time as well. He is a member of the American Public Works Association (APWA) and the American Society of Civil Engineers (ASCE).
Terry Resha
Electric Utility Director

Terry served in the United States Marine Corp for a six-year commitment starting in 1974. He graduated from Nashville State College with a degree in Architectural Engineering and has attended APSU and Bethel University. Terry has served in local government since 1984. He retired from The Clarksville Department of Electricity as the Operations Manager in 2022 after over 38 years of service. He has also worked as a consultant for engineering firms in the Nashville area for local electric utilities.
Bryan Price
Water/ Wastewater Director

Bryan Price, an engineer and former utilities director, has over 20 years of experience in both the private and public sectors. He is a graduate of the University of Kentucky with a bachelor’s degree in civil engineering. The Springfield Water and Wastewater Department oversees the operation of the city’s water and wastewater systems, including both treatment facilities.
Carolyn Durham
Community Development Director

Carolyn began her role as Community Development Director in February 2025. She brings over a decade of experience in land development planning from the private sector. Her extensive background provides her with a comprehensive understanding of the land development process, encompassing all phases from initial site assessment and acquisition to conceptual planning, engineering approvals, and complete project build-out. With a proven track record across various residential and commercial projects, Carolyn excels at creating plans that secure support and approval from both private and public stakeholders. She earned her undergraduate degree in Urban and Regional Planning from Michigan State University and achieved the designation of American Institute of Certified Planners (AICP) in 2009. Additionally, she holds master’s degrees from both Tennessee State University and Austin Peay State University. As a dedicated resident of Springfield, Carolyn actively engages with her community alongside her husband and daughter. She enjoys the vibrant offerings of the city and is committed to shaping Springfield into a place that everyone can proudly call home.
April Sanford
Finance Director

April began her role as Finance Director/City Recorder for the city in January 2025 and she has been a Robertson County resident most of her life. She has over 20 years of accounting experience in both the private and public business sectors. She earned a Bachelor of Science degree in Business Administration from Western Kentucky University in 2001. April has also obtained the designations of Certified Municipal Finance Officer (CMFO) and State of Tennessee Municipal Clerk & Recorder. She is an active member of the Government Finance Officers Association (GFOA), TN Government Finance Officers Association (TGFOA) and TN Association of Municipal Clerks & Recorders (TAMCAR) to assure she continues to grow, develop and maintain compliance through educational, personal and professional training opportunities. April is committed to “competently handling municipal funds and protecting public moneys” (CMFO Act of 2007) as a trusted employee that works for the citizens and residents of the City of Springfield.
